While some financial footing has been regained, factors including two recessions and an aging workforce have put many pension funds in the red, while others have failed altogether.
There are a number of ideas on how to tackle these problems, but each solution poses new concerns and trade-offs. Some parties advocate for immediate interventions; like allowing pension trustees to cut benefits to current retirees. Others are concerned that if some funds are allowed to cut benefits, employers in other realms will seek broader authority to undermine existing anti-cutback rules.
